I met Neal at Regulatory IV class in Monticello, Illinois several years ago (2006/2007 time frame?). I remember Neal has a very genuine and funny person. He was the kind of guy that made you feel comfortable and was never condescending towards younger inexperienced colleagues. I am so very sorry for your family's loss. My all your fun, sweet and loving memories provide you comfort in this time of heartache.

Kathy, Hallie, Val, and Mike,
I first want to express my condolences on the loss of your husband and father. I can only imagine the pain you must be feeling and very few words will soothe your loss. To that end, my heart is with you as are my prayers and sympathies.
Neal was an amazing man. While I have not seen Neal in over 20 years, I still carry a lot of fond memories of the man. Neal (and your family) were the first to take me hiking at Wildcats Den. I remember very well being pulled on the sled behind the van (we can question the safety on that at a later time). He was the first to take me ice skating/hockey on a frozen pond. There was also the time during Mikes birthday party that he dared us to touch a tombstone on the far side of a cemetery with no flash lights, only the moon for guidance. That still gives me the willies but we did it. I think that was the same party we played flashlight tag in Wildcats den. I can remember his smile and dry sense of humor and how he loved basketball games in the driveway. He always gave sound advice when you asked a question of him. In short, while nearly two decades have passed, the memories have not. I will always remember Neal as a great man and the world is a little less without him in it.
Again, please accept my sincere condolences for your loss. May Neal Rest in Peace and your family find peace in the days ahead.
Respectfully,
David Healy

Kathy, Hallie & Peter, Val, Micheal and Grandchildren'
I am deeply saddened by the news Charlene provided me with yesterday. Our tears just kept flowing. Neal was such an INCREDIBLE person!!!! As you know best, he was Witty, Compassionate, Intelligent, and a Detailed Thinker who would never insult someone's intelligence, or lack of, but would offer suggestions in the form of a question, "Have you ever thought of trying this, doing that, or simply he might leave you to entirely make up your own mind and come to a decision with a Hmmmmmmm.
Your Husband, Father, Grandfather always made me smile and laugh!!! If I didn't make it over to his office cubicle first, he would make it over to Charlene's and we would proceed in teaming up on my wife with comments that only husbands and close friends can get away with. He had such a laid back style but his presence was profound. Whether he was present or not, I would always ask about him. I'll never forget him and the crew, John Becker, Steve Vanderhorn and Dick Baugh. All I can say is when I hit the 3rd floor of the Clock Tower building it was like being on the set of CHEERS!!!! :):):). Neal made it a happy place to be and visit indeed.
One story and then I'll end. I'll never forget when he invited me and Charlene to go canoeing with him and Kathy. Of course, to try and even things out, the professionals had us beginners split up. Charlene was in the front of the canoe with Neal and I in the back in the canoe with Kathy. For starters, being as heavy as I was I either tipped the canoe over, caused the bow to come straight out of the water or got us stuck on the bottom of the stream. Neal had fun taunting Charlene by maneuvering under low tree branches, and under spider webs with the saying, " I did not do that on purpose Charlie". Smile, Smile!!!
I always teased him that he was our Tommy Smothers not just because he resembled him to me, but because he had such impeccable timing with his humorous lines. See for yourself after viewing this photo. http://fast.celebrityphoto.com/img/TSmothers012010-SD3.JPG
The world has lost a great man; we have lost a great friend. Thank God for the memories and for your loved one Neal coming into our lives. We have been enriched by his presence. He was one of a kind.
God Bless you All!!!
Love & Prayers
Wayne Cole (Or as Neal would fondly say, "Charlene's Husband") :)

My condolence to Kathy and all of Neal's family. Neal was a great guy, co-worker, and mentor for me as a young regulator transitioning to a new career. I have found memories of Neal from trainings, staff meetings, and site visits that we shared together. I can never forget the safety meeting that he did on ticks and lyme's disease, a classic! I also have fond memories of competing against Neal and other family members in fantasy football. My thoughts and prayers to all of Neal's family.

I am so sorry to hear of Neal's passing. I worked with Neal for years and knew him to be kind, considerate and very quick-witted. I will always remember Neal in meetings because he would doodle by listing all 99 of Iowa's counties on a piece of paper to pass the time when the meetings were less than worthy of complete attention. I respected and admired Neal for his professionalism. He will be missed.

I'm so sorry to hear of Neal's passing. I'm shocked, in fact. Neal was the consummate professional. Neal and I worked together on Corps of Engineers wetland delineation manual's, attending meetings all across Illinois and in Cincinnati, Ohio and Dallas, Texas. Neal was a hard worker but found time to enjoy life and laugh. I have SO many fond memories of being in class, meetings or workshops with Neal and I will always cherish those moments. He was a great guy, fun-loving, but had a serious side, too. His sense of humor was incredible. I told him he could have had a career in comedy! He just laughed.
I'll NEVER forget a workshop in Champaign where Neal and several other Rock Island regulators talked me into playing basketball at a local park. Of course, I had no basketball shoes with me. We played for at least 2 hours and were ready to quit when the 5 or 6 local dudes showed up, all much taller and athletic than any of us and Neal says, "we'll take ya' on"! OMG. I thought he was crazy! And of course, they all razzed me when I was in pain the rest of the week with huge blisters on my feet!
To his wife, kids and entire family. My deepest sympathy is with you all at this time. I only hope and pray that you'll all be able to keep his spirit alive with you the rest of your lives. He certainly has a spot in heaven and I'm certain you will all meet up again.
May God Bless you all and Neal, rest in peace, my pal, until we meet again!
